Peter Harter is a co-founder and Director of EERO Group, Inc. Peter is also a Director and Founder of the Whittle Technology Corporation. He is the founder of The Farrington Group, a strategic advisory practice through which he counsels executives and boards on political and national-security risk across intellectual property, nuclear energy, batteries, broadband, export controls, and artificial intelligence. He is also co-manager of Injustice Pool, applying open-source intelligence to China’s strategic use of patents and cognitive-warfare tactics. He was a co-founder of Markup LLC, a SaaS company that applied machine learning and natural language processing to Congressional legislative and voting workflows. Previously, he served as Vice President of Public Affairs for Intellectual Ventures, the global patent and invention investment firm. Earlier, he held senior business-development roles at Securify, a cybersecurity software company later acquired by McAfee/Intel, and served as Vice President of Standards & Public Policy at eMusic.com (later acquired by Vivendi Universal) during the formative Napster-era of digital music. His career began in Silicon Valley at Netscape, where he worked on encryption export controls, copyright, privacy, and antitrust matters at the dawn of the commercial Internet.
Among his career highlights, Peter obtained a U.S. export license to China for TerraPower, the advanced nuclear-reactor venture backed by Bill Gates and Nathan Myhrvold and created in the Intellectual Ventures laboratory. As a co-founder of Markup, he helped design and deploy the electronic remote-voting system that supported the U.S. House leadership during the COVID-19 pandemic, contributing to the first remote voting in the institution’s more than 200-year history. He raised U.S. telecom investment to support data-center build-out in China. For the past two years he has presented at the National Center for Narrative Intelligence Summit, a key gathering of SOCOM and decision advantage government and industry professionals.
Peter holds a B.A. in American Government and Classical Rhetoric from Lehigh University, where he was elected to Phi Beta Kappa, and a J.D. from Villanova University’s Charles Widger School of Law, with a concentration in Internet and environmental law. He resides in the Portland, Oregon metropolitan area and serves as an advisor and board member of the Open Source Election Technology (OSET) Institute.
